(1) Members of the network were to be recruited solely amongst French persons who wished to continue the fight and amongst Romanian patriots fiercely sympathetic to France and Britain;

(2) Recruitment was to be made solely on a military basis, after approval by London of each of the candidates whom I proposed;

(3) The methods of gathering information were to be:

(a) Direct observation by network members;

(b) Information provided by disinterested or casual, or unwitting informers;

(c) The use of agents paid for raw information was to be strictly ruled out.
